CLEAN: The President of Catalonia may have stepped back form the brink tonight after he called for negotiations over the region's future, despite also signing a declaration of independence. In a speech, watched by thousands on screens across the city of Barcelona, Carles Puigdemont told the region's parliament its relationship with Madrid doesn't work, but more talks were needed about a full split.
