Senator Shaheen says China replacing U.S. global health efforts in Africa after Beijing pledges billions to Latin America

Senate Foreign Relations Committee Ranking Member Jeanne Shaheen says opening a hearing with Secretary of State Marco Rubio on the State Department budget for fiscal 2026 that as the US canceled PEPFAR, most successful program fighting HIV AIDS, China had been happy to replace global health efforts across Africa and Asia, and as the Trump Administration distracts from serious national security issues with threats against Panama and Greenland, Xi Jinping welcomed Brazil's president and other Latin American leaders while pledging more than nine billion dollars in investments, making the case that they are a more reliable partner than the United States.
