Newsreel report on the Ambassador of Japan, Hiroshi Saito, arriving to meet with US Secretary of State Cordell Hull at the Department of State Building, also known as the State, War, and Navy Building, the Old Executive Office Building (OEOB) and the Eisenhower Executive Office Building (EEOB), in order to notify the State Department that under directions from the Imperial Privy Council with approval from Emperor Hirohito, Japan will be withdrawing from the Washington Naval Treaty, also known as the Five-Power Treaty, of 1922 which aimed to prevent an arms race by limiting the construction of battleships and aircraft carriers.
