OSCE Verifiers monitor the area near the border of Albania, Tuesday December 15, 1998 where 31 Kosovo Liberation Army members were killed early Monday while trying to enter Kosovo. The monitors tried to gain access to a village where gun shots were heard and were denied access by the Yugoslav Army despite the agreement between Slobodan Milosovic and Richard Holbrooke which granted free access to the international verifiers in all of Kosovo.
