(Original Caption) The first flush of excitement and hope has gone from the strategic Arms Limitation Talks, (SALT) and when American and Soviet negotiators resume their discussions on March 15, 1971, where they will be beginning their third round of talks, (round four if you count a preliminary session held in December 1969), since substantive meetings began last April. In this March 16, 1970 photo, Vladimir Semenov of the Soviet Union, and America's Gerard C. Smith shake hands at the formal opening of the discussions.
