Delegates to Pacific Fur Seal Conference

(Original Caption) Representatives of the United States, Great Britain, Japan, and Russia, are shown as the North Pacific fur seal conference opened at the State Department yesterday. The purpose of the conference is to renew a 1911 treaty, terminated by Japan in 1941, as permitted by the treaty's provisions which prohibited hunting fur seals at sea.
