HEW Secretary Elliot Richardson, testifies before senate Education subcommittee here March 24, in support of Pres. Nixon's proposals to restrict school busing while focusing more money on inner city schools. Sen. Edward M. Kennedy, (D-Mass.), (R), challenged Richardson to show how the plan could live up to Administration's claim of providing quality in inner city schools without calling for any new money. Some committee members stated Nixon is simply proposing shifts in funds already authorized by Congress or in a bill already passed by the House and Senate.
