Earlier this week the state department made copies of the here to fore secret papers available to a few committees in the House and Senate and to Democratic and Republican floor leaders for their confidential use. Last night the state department decided to make public the long secret papers following strong pressure from Republican Congressional leaders who said the material had been "leaked" to some newsmen.
