(Original Caption) Interior Secretary Stewart Udall gestures as he talks about the plight of the American Indian. President Johnson sent a special message to Congress asking that steps be taken to assure American Indians a living standard equal to other citizens. Udall called the program a "bold charter" for the Indian and said that as far as he knew this was the first time that a president had sent a special message to Congress on Indian problems.
