Henry Kissinger Addressing Newsmen

(Original Caption) Henry Kissinger announces to newsmen at the White House 2/22 that the U.S. and China will establish "liaison offices" in each other's capitals - a step which stops just short of full diplomatic relations between the one-time bitter enemies. The announcement came on the first anniversary of President Nixon's arrival in Peking. At Kissinger's left is Ron Ziegler, White House press secretary.
